FOCUS 1.3

The FinOps Foundation has released FOCUS 1.3, marking a meaningful step forward in cloud and SaaS billing transparency. As organizations scale across multi-cloud and SaaS ecosystems, clarity in cost and usage data is no longer optional; it is foundational to financial control.

FOCUS 1.3 strengthens the FinOps Open Cost and Usage Specification by addressing real-world operational challenges. From long-term commitments to shared resource allocations and evolving billing data, the update enhances how teams interpret and trust their financial insights.

Key enhancements include improved visibility into contract commitments with clearer tracking of start and end dates, quantities, and remaining balances. It also introduces structured handling of shared costs, making allocation logic more transparent across teams and services.

Importantly, new data freshness and completeness indicators help teams understand whether billing data is final or still evolving, reducing reporting errors and reactive decision-making. Provider identification has also been refined, supporting better accountability and smoother vendor management.

The objective is straightforward: make cost data easier to trust, analyze, and act upon. As cloud complexity increases, standards like FOCUS 1.3 empower FinOps teams to shift from reconciliation to strategic value realization.
